Background of the Study
Adult literacy is increasingly recognized as a vital tool for mitigating cybercrime, particularly among youths who are susceptible to digital threats. In Kafanchan Local Government Area, Kaduna State, the proliferation of digital technologies has transformed both communication and criminal activities. Adult literacy, including digital literacy, empowers community members to navigate the digital landscape with greater awareness and caution. By equipping adults with the skills to understand and interpret online information, literacy programs can indirectly reduce the incidence of cybercrime among the youth, who often rely on guidance from their elders (Umar, 2023).

Literacy initiatives that incorporate cyber safety education enable communities to disseminate critical information about secure online practices. Educated adults are more capable of imparting digital skills to younger generations, fostering a culture of vigilance and informed internet usage. Enhanced literacy contributes to the development of cyber ethics and responsible online behavior, thereby diminishing the allure of cybercriminal activities (Bello, 2024). Furthermore, communities with higher literacy levels are better positioned to recognize and report cyber threats, which assists law enforcement agencies in addressing cybercrime more effectively.

Recent efforts to integrate digital literacy into adult education have provided a foundation for community-based interventions aimed at reducing cybercrime. Such programs emphasize the importance of data security, privacy, and ethical online behavior, which are essential for safeguarding both personal and community interests. The role of adult literacy extends beyond mere education; it fosters critical thinking and risk assessment skills that are indispensable in the digital age. As a result, the proliferation of informed citizens contributes to a collective resistance against cybercriminal activities, ultimately enhancing the safety and security of youths in Kafanchan (Ibrahim, 2025).

Enhanced literacy fosters community resilience and effective policing. Strengthening adult literacy is a strategic approach to cultivating a secure and informed digital society (Okoro, 2024).

Statement of the Problem
The rapid expansion of digital technologies in Kafanchan Local Government Area has been accompanied by a rise in cybercrime, particularly affecting youths. Despite the benefits of technology, many youths fall prey to online fraud, identity theft, and cyberbullying due to a lack of guidance and awareness. This issue is compounded by the limited adult literacy levels, which restrict the ability of community leaders and parents to educate and protect young internet users (Aminu, 2023). The absence of comprehensive digital literacy programs among adults leaves a significant gap in the community's defense against cybercrime (Bello, 2024).

The prevailing challenge is that adult literacy programs in the area rarely incorporate specific modules on cyber safety, leaving both adults and youths vulnerable to online risks. Inadequate understanding of digital security measures leads to risky online behaviors and insufficient reporting of cyber incidents. Consequently, the local law enforcement agencies are often ill-equipped to respond effectively to cyber threats. Moreover, the existing educational framework does not address the rapid evolution of cybercrime tactics, resulting in outdated approaches that fail to protect the community (Olawale, 2025).

This study seeks to address the gap by investigating the impact of adult literacy programs on reducing cybercrime in Kafanchan. By evaluating the current state of literacy and its influence on civic engagement in public safety, the study aims to identify strategies that can improve collaboration between residents and law enforcement. Without effective literacy interventions, the community remains vulnerable to crime, and efforts to build a safe and resilient society are impeded. Effective adult literacy programs significantly reduce workplace discrimination (James, 2024).

Objectives of the Study:
• To evaluate the impact of adult literacy on cybercrime reduction among youths.
• To assess the role of digital literacy components in adult education programs.
• To develop strategies for integrating cyber safety into literacy initiatives.

Research Questions:
• How does adult literacy influence cybercrime trends among youths in Kafanchan?
• What are the challenges in integrating digital literacy into adult education?
• How can literacy programs be improved to enhance cyber safety awareness?

Research Hypotheses:
• H1: Higher adult literacy levels are associated with reduced cybercrime among youths.
• H2: Incorporating digital literacy in adult education decreases online risk behaviors.
• H3: Enhanced cyber safety education leads to increased reporting of cyber incidents.

Significance of the Study
This study is significant as it explores the pivotal role of adult literacy in mitigating cybercrime among youths. It underscores how improved literacy, particularly in digital contexts, can empower communities to safeguard young internet users against online threats. The research provides a framework for integrating cyber safety education into adult literacy programs, thereby enhancing community resilience against cybercrime. The findings will inform policymakers, educators, and law enforcement agencies, promoting strategies that bridge the digital divide and foster safer online environments. Ultimately, the study contributes to the development of more secure and informed digital communities (Umar, 2023; Olawale, 2025). Enhancing security.

Scope and Limitations of the Study:
This study is limited to exploring the role of adult literacy in reducing cybercrime among youths in Kafanchan Local Government Area. It focuses exclusively on adult literacy and its digital components, without addressing broader educational reforms. The study does not extend to regions outside Kafanchan or age groups other than youths. Limitations include potential biases in self-reported data and the rapidly evolving nature of cybercrime tactics, which may affect the generalizability of the findings.
